The Department is developing a better measure of congestion and will publish a new target by July 2005. In addition we are working hard to achieve our share of the Department's safety target - to reduce the number of people killed or seriously injured in Great Britain in road accidents by 40% and the number of children killed or seriously injured by 50% (all roads) by 2010, compared with the 1994-98 average. Our targets for the environment will also contribute towards the Departments Air Quality Strategy targets.
