Guidance and Tools for Managed Lanes: Where to Go for Help

Abstract: 
The managed lanes concept is currently being considered and/or implemented on major freeway projects in numerous urban areas in the United States. In Texas, a managed lanes facility is defined as one in which freeway efficiency is increased by packageing varius operational and design actions, while maintaining the flexibilty to adjust operations at any time to match regional goals. Such facilities may include value-priced and toll-lanes;HOV lanes; express and reversible lanes; HOT lanes; busways, transitways, and exclusive truck facilities; and multifaceted managed lanes facilities that include more than one of these operational strategies. As a relatively new approach to operating freeways as a flexible and dynamic system, the concept has only been implemented on a limited basis. Recent research from Texas provides valuable resources to help address the unaswered questions and explo e the complex interrlated issues involded with designing and operating managed lane facilities. This paper highlights these research efforts and provides resources, tools, and places to go for help when developing managed lanes facilities. It includes information on such specific topics as comprehensive project development guidance, outreach traveler information needs assessment, preliminary screening of candidate operational strategies, HOV to HOT conversion assessment, toll viability screening, traffic control device guidelines, and national resources and website that provide excellent information on these and other critical topics related to managed lanes.
